    The Senate is currently in a state of limbo due to two high-profile absences, raising concerns about how Democrats will be able to conduct business and who will guide Republicans through a potentially turbulent moment as they attempt to retake the majority next year.

    While the two octogenarian senators heal from illnesses and injuries, neither Mitch McConnell, the Kentucky Republican and minority leader, nor Senator Dianne Feinstein, the six-term California Democrat, have been publicly seen in over a month.

    Mr. McConnell, 81, who suffered a concussion and a broken rib in a dramatic acc!dent last month, indicated on Thursday that he will be back in the Senate next week when Congress returns from a two-week break after going weeks without saying where he was or the specifics of his illness.

    Ms. Feinstein, 89, who has similarly provided scant details since her office revealed in March that she had been hospitalized with shingles, admitted on Wednesday that her condition will keep her out of the Senate as she recovers in San Francisco.

    In both instances, the difficulties of leading a body of elderly and feeble legislators have been highlighted. Democrats thought their extra seat from last year’s midterm elections, which increased their majority from 50–50 to 51–49, would make it simpler to move nominations and govern the Senate more effectively.

    However, due to member illnesses and other conditions, it has proven very difficult to keep all 51 Democratic senators available for any length of time, even as Congress works to confirm President Biden’s nominees and moves toward crucial showdowns over spending and raising the federal debt ceiling.

    Most notably, Senator John Fetterman, a Pennsylvania freshman Democrat who had a stroke during the campaign and was treated for depression, missed six weeks of work but is expected to return on Monday when Congress reconvenes.

    The absences, significantly Ms. Feinstein’s, have hampered Democrats and made it challenging to move judicial nominees, one of the only significant actions Mr. Biden and Senate Democrats can do without Republican support and is a top goal.
