Gilliams assured his investors that they would receive big weekly returns of up to 5%. He stated that he would create a U.S. Treasury STRIPS Trading scheme to purchase a large number of STRIPS using money from investors.

The United States District Judge Deborah Batts imposed a 10-year sentence, which was less than what the United States Probation Office recommended.
