On Tuesday, Republican Kevin McCarthy promised to continue his campaign to become the powerful speaker of the United States House of Representatives, even after conservative party members twice thwarted his effort to head their brand-new majority in the House of Representatives.
On the first day of what could turn out to be a brutal showdown between about 20 hardliners and the other 202 members of the Republican caucus, McCarthy failed in three ballots to achieve the 218 votes needed to become speaker. This role is second to the Oval Office after the vice president. This occurred on the first day of what could turn out to be a brutal showdown between about 20 hardliners and the other 202 members of the Republican caucus.
It was a start for the new Republican majority that was unsettling, and it illustrates the issues that the party could face over the next two years leading up to the presidential race in 2024. Their razor-thin majority of 222-212 gives more significant clout to a small group of fiscal conservatives who want rule changes that would give them greater control over the speaker and more influence over how the party approaches spending and the debt. These conservatives wish to rule changes to give them greater control over the speaker.
Late on Tuesday night, McCarthy confirmed to the press that he had received a phone call from former President Donald Trump, who reaffirmed his support. Trump has shown his support for McCarthy throughout the campaign and continues to be a significant figure in the Republican Party.
McCarthy, 57 years old and hails from California, was well aware that he would have difficulty winning the vote on Tuesday, but he pledged to keep trying nevertheless. However, on Tuesday evening, the chamber resolved to adjourn until Wednesday at noon Eastern Time (1700 GMT), a move that would provide Republicans with the opportunity to examine other potential candidates.
Conservative Representative Jim Jordan, 58, from Ohio, received 20 votes in the final ballot of the day, which is far below the threshold of 218 votes needed to become speaker but is enough to defeat McCarthy. Jordan is from Ohio.
Kenneth Buck, a member of the House of Representatives who voted in favor of supporting McCarthy, said, “I think that Kevin realizes that this is his last shot.” He mentioned that McCarthy had tried before in 2015 to become speaker of the House but was unsuccessful because of resistance from conservatives, and he added, “He’s not going to have this chance again.”
The hopes of House Republicans to make rapid progress on investigations of Democratic President Joe Biden and his administration, as well as legislative priorities that include the economy, U.S. energy independence, and border security, could be dashed if the election for speaker drags on for an extended period.
In each of the three votes, House Minority Leader Hakeem Jeffries was victorious over McCarthy. Jeffries is a leading Democrat in the chamber. At the end of the voting for the day, Jeffries had a lead against McCarthy of 212 votes to 202 votes. To choose a speaker, you need support from most voters, not just a few individuals’ voices.
In the event of a standoff, the House would be essentially paralyzed, and lawmakers could be compelled to contemplate voting for another Republican nominee. Along with Jordan, incoming Majority Leader Steve Scalise, who hails from Louisiana and is 57 years old, was considered a potential candidate. 1923 was the most recent year in which the House of Representatives failed to elect a speaker on the first ballot.
‘RALLY AROUND HIM’
Jordan is an ardent supporter of Trump and a co-founder of the House Freedom Caucus, a group of conservative lawmakers. Jordan, who competed in collegiate wrestling, is getting ready to head up the probe of the Justice Department and FBI under Biden that the House Judiciary Committee will conduct.
Hard-core opponents of McCarthy are concerned that he is not profoundly invested enough in the culture wars and partisan rivalries that have dominated the House – and even more so since Trump was in the White House. They say this is evidence that McCarthy is not as committed to his ideology as they would like.
McCarthy tried to sway the undecided party members during a meeting held behind closed doors just before the vote. He promised to remain in the race until he had the required votes, but many of the attendees left the gathering unfazed.
McCarthy intimated to reporters later on Tuesday that the way to him becoming speaker rested in members voting “present” – neither for nor against him – which would decrease the threshold needed to obtain the post. He said that this would make it easier for him to win the position.
McCarthy has worked in politics his whole adult life, first as a worker for Congress and later as a state politician, until being elected to the House of Representatives in 2006. If McCarthy were to become a speaker, he would be in an excellent position to thwart Joe Biden’s legislative aspirations.
However, any Republican elected as speaker will face the challenging task of controlling a House Republican caucus that is drifting progressively more to the right, tends to be intransigent, and has tight allegiances to Trump, at least among confident lawmakers.
The careers of the two most recent speakers of the Republican Party were cut short as a result of struggles with the right flank of the party. John Boehner resigned from his position in 2015, and Paul Ryan decided not to seek re-election in 2018. The record number of voting rounds to elect a speaker of the House is 133, which occurred in the 1850s over two months.
After Nancy Pelosi, the first woman to serve as the House of Representatives speaker announced that she would be stepping down from her leadership role, the Democrats selected Jeffries to serve as the minority leader. It has been decided that she will continue to serve as a representative.
